Summary

Singapore’s Ministry of Education (MOE) announced that three new special education (SPED) schools for students with autism spectrum disorder and intellectual disability (ASD-ID) will open from mid-2026, increasing the total number of such schools from 13 to 16. Partnering APSN Education Services, the Autism Association, and St Andrew's Mission Hospital, the expansion aims to address rising demand, as the number of students with ASD-ID continues to grow. Currently serving close to 9,000 SPED students, MOE projects capacity to support about 12,000 students,an increase of 30 per cent, by the early 2030s. In addition, several existing schools, including MINDS Fernvale Gardens, MINDS Lee Kong Chian Gardens, MINDS Towner Gardens, and MINDS Woodlands Gardens, will open interim campuses or relocate to larger sites between 2026 and 2027.

This expansion of SPED schools reflects a commitment to inclusivity in Singaporean society, signalling that the state recognises its responsibility to support those who may not thrive under conventional meritocratic benchmarks. In societies that often privilege academic performance and economic productivity, individuals with intellectual disabilities can be marginalised or viewed through a deficit lens. By proactively investing in specialised infrastructure and partnering with social service agencies, the government demonstrates a willingness to intervene where market forces or traditional metrics of success might exclude vulnerable groups. Such measures suggest a conscious shift away from entrenched ableist assumptions toward a more compassionate model of social development.
